SUMMARY OF RAMONA SOCCER LEAGUE PLAY RULES

1. LENGTH OF GAME

            Division 7: 8 minute quarters

            Division 6: 25 minute halves

            Division 5: 25 minute halves

            Division 4: 30 minute halves

            Division 3: 35 minute halves

            Division 2: 40 minute halves

            Division 1: 45 minute halves

            Divisions 1,2&3: 40 minute halves, when combined.


II. REFEREE

The referee is the ultimate authority on the field. During the game their interpretation of the rules, and only theirs, is valid.

The referee;

Does not have to call any penalty if it is to the fouled team's advantage to continue play,

Will only make penalty calls on what he/she sees, not on what others tell them.

May change a decision before play resumes.

May eject players and coaches:

YELLOW CARD. per game = WARNING

RED CARD, per game = EJECTION and minimum 1 game suspension, further action pending RSL Board decision.

2 YELLOW CARDS, per game =EJECTION and minimum 1 game suspension, further pending RSL Board decision

Will NOT allow coaches on the field without permission.

Will NOT allow substitute PLAYERS on the field without permission.

Can Yellow Card a player for leaving the field without permission.

III. KICKOFF

Taken at center spot (middle of field) to start game, at the beginning of second half and following a goal.

Division 1-4: opponents must be 10 yards from center spot.

Division 5: opponents must be 8 yards from center spot.

Division 6: opponents must be 6 yards from center spot.

Division 7: opponents must he 3 yards from center spot.

Ball must simply move before it is considered "IN PLAY". If ball does not travel forward, a kick is retaken.

Player First touching ball (kickoff) must not touch it again until another player touches it. If player forgets this (begins to dribble), it is a penalty and other team is awarded kick-off.

Player can not score a goal directly from a kick-off. Ball must touch another player first.

IV. DROP BALL

Is done to restart play after an injury, referee mistake or if referee can not determine which team is responsible for a stoppage in play. Referee will drop the ball between two opposing players who can kick the ball only after it touches the ground. If kicked early, the "Dropped Ball" is retaken.

V THROW-INS

Divisions 1-6

Taken to restart play after ball has completely gone out of bounds on sidelines. Completely means entirely, no part of the ball touching or in the plain of the sideline. Ball is not out of play if it can still touch the plain of the outside of the sideline.

Taken by the team that did not touch the ball last.

c) To avoid a penalty (throw-in awarded to other team), the player performing a throw-in must:

           - Throw ball beginning forward motion from directly over head with equal strength from both hands (you should see minimal side spin rotation on ball).

         - Have both feet on the ground behind the sideline.

            - Player who performs throw-in must not touch ball again until another player on the field (either team) has touched it. A

          throw-in that never enters the field is retaken.

           - A goal can not be scored directly from a throw-in.

            - Goalie can receive a throw-in as does any other field player. New rule does not allow goalie to receive throw-in with their hands.

Division 7

            A kick-in will replace a throw-in. Kick-ins are considered as an indirect free kick with the opponent five (5) yards away from the ball.

VI. GOAL KICKS

A goal kick is awarded when the ball leaves the playing field through the goal line and was last touched by an attacking player.

All opposing players must be out of penalty area but player making the kick does not have to wait for positioning.

Ball must be stationary when kicked. Ball maybe placed anywhere in half of goal box on the side it went out.

Ball must not be played by a second player until it completely leaves the penalty area. Otherwise, retake.

VII. CORNER KICKS

Divisions I - 6

A corner kick is awarded when the ball leaves the playing field through the goal line and was last touched by a defending player.

Ball is placed in the corner of the field on the side it went out.

Kicker may kick ball directly into goal.

Division 1-4: opponents must be 10 yards from ball. Division 5 must be 8 yards away. Division 6 must be 6 yards away.

Ball must be stationary when kicked and it must travel one rotation before it is considered in play.

Kicker may not touch ball until another player has touched it.

Division 7

Corner kicks will be considered as an indirect free kick with the opponent five (5) yards away from the ball.

VIII. OFF-SIDE

Divisions 1 -6

Offside is determined at the moment a ball is played (passed). If everything on the field was frozen at that moment, all the following conditions must be necessary.

An Offensive player is ahead of the ball.

An Offensive player is on the opponents half of the field.

There are less than two defensive players between the offensive player and the goal line. The Goalkeeper counts as one. A player shall only be penalized for being in an offside position if he/she is involved in active play the moment the ball touches, or is played by one of his team. He/She is, in the opinion of the referee, involved in active play by:

interfering with play, or

interfering with an opponent, or

gaining an advantage by being in that position.

Note: With the Law change, a player cannot be offside for seeking to gain an advantage by being in an off side position. "Seeking" has been deleted from the Law.

Exception: A player is not offside if he/she receives the ball from a throw-in, corner kick, goal kick or drop ball.

Divisions 7

There will be no offsides.

IX. PENALTIES-DIRECT FREE KICK (DFK)

Divisions 1-6

There are ten major fouls that result in a DFK. The referee will signal the direction of the ball and point to where the ball shall be placed (where infraction occurred). Ball must be stationary and other players must be 10 yards away (Div. 1-4), 8 yards (Div. 5), and 6 yards (Div.6). A goal may be scored directly from the kicker’s foot into the goal without being touched by another player. A major foul is called if in the referee's judgment, one of the following was committed intentionally.

KICKS -Kicking an opponent, whether contact was made or not.

TRIPS -Tripping an opponent, whether or not the player falls down.

HOLDS -Impeding the progress of an opponent by using hands, arms or other parts of the body.

JUMPS -Jumping at an opponent.

CHARGES -Charging an opponent.

STRIKES -Striking or attempting to strike an opponent.

PUSHES -Impeding an opponent by pushing with any part of the body.

TACKLES -When tackling an opponent, contact is made with the opponent before contact is made with the ball.

SPITS -Spits at an opponent.

Note: The word "intentional" has been removed from the 10 penal offenses. The referee does not decide if it is intentional; only if it is observed.

Division 7

No penalty kicks are to be taken during these games.

X. PENALTIES –INDIRECT FREE KICKS (IDK)

There are six minor fouls that result in an IDK. An IDK must touch another player before entering the goal to score. The ball must be placed stationary. The opposing players stand at least 10 yards from ball if "requested". Exception: If an IDK is called directly in front of goal, then opposing team may line up in front of goal when distance from kick to goal is less than 10 yards (Div. 1-4), less than 8 yards (Div. 5), less than 6 yards (Div. 6) and less than 3 yards (Div. 7).

The referee will signal an indirect free kick by holding his/her arm straight up. In the referees' judgment one of the following must occur:

DANGEROUS PLAY - High kicking near another player or kicking at a ball held by the goalkeeper.

FAIR CHARGING- Shoulder to shoulder contact without danger while ball is out of their playing distance.

ILLEGAL OBSTRUCTION- A player intentionally getting between a player and the ball while ball is not within playing distance.

CHARGING GOALKEEPER -Shoulder to shoulder contact within penalty area. GOALKEEPER STEPS- Goalkeeper may not take more than four,(4) steps while controlling ball with their hands, or time wasting.

GOALKEEPER HANDS -Goalkeeper may not control ball with his/her hands if ball was played to them intentionally from a teammate with their foot. Goalkeeper may not touch the ball after putting it in play until another player on the field has touched it. Goalkeeper may use hands if ball is played to them from team mate's body part other than feet or from opposing player.

X1.GOALKEEPERS

Divisions 7

No player shall be positioned as a goalkeeper. If in the referee's judgment a player is playing as a keeper and a shot that would have entered the net is stopped by that player, then a goal will be awarded to the attacking team.

(Goalkeeper is defined as a player standing/positioned within the goal box.)
