RAMONA SOCCER LEAGUE BYLAWS Amended as of July 18, 2005 As members of CYSA-South, we understand and accept that this affiliation implies our consent to abide by the Constitution, Bylaws, and Rules and Regulations of CYSA-South and the U.S. Soccer Federation (USSF), and all directives of the governing boards of these bodies.ARTICLE I- MEMBERSHIP A. Membership shall be open to all interested individuals and be classified as a Regular Member or Voting Member.1. Regular Member -a registered player with the Ramona Soccer League is a REGULAR MEMBER of the association. a. A Regular Member has no vote.b. A youth becomes a registered player within the Ramona Soccer League by payment of a fee (as determined by the board) and with verification of age, generally during a registration period. 2. Voting Member-Any parent/guardian of a Regular Member or any coach of the League.a. Only voting members are eligible to hold Board positions. b. Eligibility is based on previous years' status.B. Organized teams living outside the boundary area of the Ramona Unified School District must have Board approval to register in the Ramona Soccer League. C. No team may have more than 1/3 non-residents without Board approval. A resident shall be defined as anyone living within the boundaries of the Ramona Unified School District.D. Select teams shall be financially self-supporting. Each team will give the RSL their first sponsorship or a fee set by the BOD to pay for field maintenance, lights. etc. ARTICLE II - MEETING/COMMITTEES AND BOARD OF DIRECTORS (BOD)A. Establish policy and maintain consistency. Board Members are required to attend monthly board meetings. 1. It is the responsibility of every Board Member to notify the President or Secretary if they are not going to attend a board meeting, prior to the meeting or as soon as practical.2. Having missed a meeting and in order to remain informed , it is the Board Members responsibility to obtain the minutes of the missed meeting prior to attending the next scheduled board meeting. 3. Any Board Member missing two consecutive monthly meetings without being excused and without attempting to obtain the minutes of the missed minutes to remain informed, shall be asked to resign their position on the Board. Should the resignation not be given by the third consecutive monthly meeting, the Board Member may be removed by a two-thirds vote of those present at the General Meeting.B. Beginning in July all coaches (Recreational & Select) will be required to attend meetings as scheduled by the Director of Coaches. A quorum is not required for a regularly scheduled meeting, but a Member of the Board must be present to preside at the meeting. C. Because most business of the Ramona Soccer League may be conducted in an informal manner, strict parliamentary procedure generally need not be followed at meetings. However, if desired by the majority of members present at any meeting, Robert’s Rules of Order (moss recent version) shall govern where applicable and where not inconsistent with these Bylaws.D. Elections shall be held no later than the first week of December, at or during closing ceremonies that will also be designated a General Meeting. E. During the month of January, a Budget Committee, consisting of at least three (3) Board Members and chaired by the Treasurer, will meet to establish an annual operating budget. The proposed budget will be presented for discussion and approval at the March meeting.F. The Trial Board will be comprised of and limited to the following Board Members: President, Vice president, Registrar, Assistant Registrar, Director of Referees and the Division Rep of the party involved. The Trial Board will adhere to the CYSA manual on protests and appeals, a copy of which will be made available on request. G. An independent audit of the Recreational & Select accounts is to be completed on an annual basis by March 1st.ARTICLE III - BOARD OF DIRECTORS A. The Board of Director, (the Board or BOD) of the Ramona Soccer League, (RSL) shall constitute the governing body of the RSL.The BOD shall be responsible for organizing the League and managing the affairs of the RSL, according to these Bylaws. If occasions arise that are not fully covered by these rules the RSL Board has absolute power to decide such cases. B. The Board shall consist of the following members:1. President 2. Vice President-Recreational3. Vice President-Select 4. Secretary5. Treasurer-Recreational 6. Account Manager-Select7. Registrar A. Assistant Registrar9. Director of Coaches 10. Director of Referees11. Director of Public Relations 12. Director of Field Maintenance13. Division Representatives (1-3, 4,5,6,7) 14. Past Board Member15. RPRA Representative C. The term of office shall be for one year, beginning the 1st of January following elections. The retiring Treasurer and Account Manager will have 30 days to bring the books to date, but will not be relieved until taxes are prepared for the year of his/her term. The new Treasurer and new Account Manager will take over books to begin new year on January 1. No Treasurer, Account Manager, Registrar or Assistant Registrar shall serve more than two consecutive terms.D. The President shall call the Board meeting at least once per month, unless contact between the President and other Board Members indicate an additional meeting is necessary. A quorum of at least seven is required to constitute a Board Meeting. If the President is not available to run a meeting, then the Vice President Recreational shall do so. If the President and Vice President Recreational are unavailable, then the Vice President-Select will chair. If the President, Vice President-Recreational or Select are unavailable, then the Secretary will chair the meeting. If all of the Board members listed above are unavailable, then no official meeting may be held. E. The Trial Board shall meet and decide all protested games, red cards and any other grievances after hearing testimony from the Referee, Coaches, and other interested parties as prescribed by the current CYSA guidelines for Trial Boards. The decision of the Trial Board shall be final and its deliberations regarded as confidential.F. Board decisions shall be determined by a majority of the Board Members present. The President's or Acting President's (Chair of Board meeting) vote will not be included where a majority vote is established, but will be included only to break ties. G. Any RSL Board Member may be removed after a motion of dismissal is presented and seconded first at a General meeting, and is approved by a two-thirds vote of those present at the next General meeting.H. Vacancies created by item G above will be filled at the next General meeting. I. The RSL Board shall maintain adequate and correct accounts, books and records of its business and properties. All of the books, records and accounts shall be kept in a safe place as determined by the BOD.1._ All records shall be open for inspection by all RSL members upon reasonable notice. 2. All checks, drafts, notes, bank accounts, money payments and evidence of indebtedness issued in the name of RSL shall be signed or endorsed by such person or persons and in such manner as provided for in these Bylaws.3. The BOD shall prepare an Annual Report of Statement and present it to the membership. Usually this is accomplished by publishing a financial statement inside the league book (Fall Program Book). 4. The BOD shall file applicable tax reporting as required by law for a non-profit organization.ARTICLE IV - DUTIES OF THE BOARD OF DIRECTORS A. President:The President shall have the ultimate responsibility and authority to conduct the business of the organization within the framework of these By-Laws and the League's Constitution. He/She shall act as chairperson at all Board of Directors and General meetings. He/she shall appoint special committees that the Board of Directors deem necessary to carry out the function of the League. He/She shall be the Liaison person with the governing body (CYSA-S). He/She shall have the power to make purchases on behalf of, incur indebtedness for, or otherwise obligate the league up to a maximum amount of $400.00. These purchases must be approved at the next board meeting and must be accompanied by a check request or a receipt. It is recognized that this maximum amount shall be consistent with the total financial picture of the League with additional incorporation of the approved budget and actual income. He/She shall be one of two required signatures on league funds disbursed by check. B. Vice President-Recreational:Shall act as President in the President's absence. The Vice President shall be responsible for supervising the preparation of the league playing schedule for the entire season. Such schedule shall be subject for approval of the BOD. He/She will chair any Recreational Trial Boards. He/She shall also be responsible for the end of the season awards. He/She shall co-chair committee tasked with producing the League's schedule (program) book and its distribution. He/She shall be one of two required signatures on league funds disbursed by check. C. Vice, President -Select:Shall act as President in the absence of the President and Vice President-Recreational. The Vice President - Select shall be responsible for supervising the preparation of the select home game playing schedule to be submitted to the President of the League. Such schedule shall be subject for approval of the BOD. He/She shall chair any Select Trial Boards. He/She shall chair any Select committee meetings. He/She shall co-chair committee tasked with producing the League’s schedule (program) book and it’s distribution. D. Secretary:The Secretary will be responsible for the preparation and distribution of the minutes of BOD, General and Coaches meetings. He/She will keep files on all incoming and outgoing correspondence. He/She will assist the President in handling correspondence and follow-up of assigned duties and agendas of other Board members. B. Treasurer- Recreational:The Treasurer shall keep an accurate account of all financial transactions authorized by the BOD and/or the President. He/She shall ensure prompt payment of all invoices/bills presented to the League and approved for payment by the BOD. He/She shall provide a Treasurer's report at each BOD, General and Coaches meeting and be prepared to display the financial records at said meetings. He/She shall chair the Budget Committee. He/She shall ensure compliance with reimbursement procedures and proper cash handling procedures for all events where cash transactions are present. He/She shall promptly make deposits of received moneys in an accredited banking institution. All disbursements should be made by check. No petty cash shall be allowed. At no time shall the Treasurer and Secretary both sign the same check. F. Account Manager-SelectThe Account Manager- Select shall keep an accurate account of all Select team account. He/She shall ensure compliance with Reimbursement procedures and proper cash handling procedures for all events where cash transactions are present. He/She shall promptly deposit any received money, to the Select bank account and obtain a receipt. He/She shall verify Select team accounts at each BOD, General and Coaches meeting and be prepared to display the financial records at said meetings. G. Registrar:The Registrar shall maintain an accurate roster of all teams in the League. Such rosters shall be the official League records for coaches, administrators and players for addresses and phone numbers. He/She shall be thoroughly familiar with registration procedures and roles of the governing body (CYSA-S), including validation requirements (i.e., copy of Birth Certificates) for the League, and complete CYSA registration in a timely manner. He/She shall conduct player registrations and provide the Treasurer with an accurate accounting of moneys received. He/She shall oversee hardship requests to be placed in writing for presentation to the BOD. (Discussions of hardship and BOD decisions will be kept confidential.) He/She shall oversee the team draw. H. Assistant Registrar:The Assistant Registrar shall be thoroughly familiar with registration procedures and rules of the governing body (CYSA-S), and assist the Registrar with the completion of CYSA registration. He/She shall be familiar with all validation requirements for the league and shall be responsible for the maintenance of the validation records. He/She shall assist with player registrations, confirm an accurate accounting of moneys received and assist with the team draw. I. Director of Referees:The Director of Referees deals with all referee issues and contacts with the Referee Association. He/She shall ensure that referees are available for scheduled games and will inform all parties involved when scheduled referee coverage is unavailable. He/She shall keep the League aware of rule changes and changes within the Referee Association. He/She shall maintain a chronological record of yellow and red cards issued during the course of the regular season by team and individual, and notify all parties involved when action is warranted by the BOD. J. Director of Public Relations:He/She shall be responsible for the promotional activities of the League. He/She shall place notices of all team standings and keep the official scorebook. He/She will coordinate each sponsorship drive and other public contact duties as required and will also assist the Vice President-Recreational with the annual program book. K. Division Representatives:Will unsure that all teams in their respective divisions have an official coach and team parent. They shall represent their division’s coaches and bring forth to the BOD all items that may need clarification, disciplinary action or simple discussion. A Division Rep may not be an active coach in their respective divisions in which standings are kept due to potential conflict of interest. They will be the focal point for all parties involved when a grievance is presented. A Division Rep will notify all parties of protest procedures and will notify the Board of-Trial Board decisions. They shall assist with registration. They shall ensure that coaches and team parents know their duties and provide them guidance in completing assigned responsibilities. Division Representatives will assist the Vice President-Recreational with tire following duties:1. Coordination of opening day ceremonies (i.e., Jog-a-thon, Raffle. etc.) 2. Coordination of picture day.3. Coordination of post-season awards and events. 4. Coordination of other major fund raising function, if necessary (i.e., candy sales).L. Director of Coaches: The Director of Coaches (DOC) will assist in the development of continuity and consistency in coaching styles between recreational teams. He/She will develop and hold coaches clinics, as well as, oversee completion of Risk Management. The DOC will assist coaches during weekly practice. He/She will evaluate coaches during games and target the coaches’ weak areas to be strengthened during practice. The DOC will develop and locate coaches that would be ready to move into the Select team program. He/She will attend monthly BOD meetings and report the progress of the coaches and any areas of concern. The DOC will establish a liaison with the League's Director of Referees and establish Red Cross CPR & First Aid classes. The DOC must establish a "Point of Contact" with the local legal authorities (Police and Sheriff). Normally such contact can be made by the department's community affairs section. The DOC will schedule meetings as per Article II, paragraph B.M. RPRA Representative: The Ramona Parks and Recreation Association (RPRA) Representative shall attend monthly meetings of the RPRA and keep the BOD informed of all issues.ARTICLE V - LEAGUE, DIVISIONS AND SEASONS A. The RSL shall consist of divisions consistent with our governing body (CYSA-S) guidelines except when other local conditions require otherwise.1. Teams in the Recreational divisions shall be defined from our governing body. Which currently determines the player’s division by the age attained by July 31 of the beginning of the season year. Proof of age is required: Division 7A (under 5 yrs.): Age 4 by July 31Division 7B (under 6 yrs.): Age 5 by July 31 Division 6 (under 8 yrs.): Age 6 and Age 7 by July 31Division 5 (under 10 yrs.): Age 8 and Age 9 by July 31 Division 4 (under 12 yrs.): Age 10 and Age 11 by July 31Division 3 (under 14 yrs.): Age 12 and Age 13 by July 31 Division 2 (under 16 yrs.): Age 14 and Age 15 by July 31Division 1 (under 19 yrs.): Age 16 and Age 17 by July 31 and Age 18 by July 31Divisions 3,2 and 1 may be combined to become Division 1 when not enough teams can be formed. 2. Teams in the Select divisions shall be defined from our governing body, which currently determines the player's division by the age attained by July 31 of the beginning of the season year. Teams should be age pure. When there is no team for the available age group, a player may play up with Board approval. Proof of age is required:BU6/GU6 Age 5 by July 31 BU7/GU7: Age 6 by July 31BU8/GU8: Age 7 by July 31 BU9/GU9: Age 8 by July 31BU10/GU10: Age 9 by July 31 BUll/GUll: Age 10 by July 31BU12/GU12: Age 11 by July 31 BU13/GU13: Age 12 by July 31BU14/GUI4: Age 13 by July 31 BU15/GU15: Age 14 by July 31BUI6/GUIb: Age 15 by July 31 BU17/GU17: Age 16 by July 31BU18/GU 18_ Age 17 by July 31 BU19/GUl9: Age 18 by July 31B. The RSL season shall be from August 1 to July 31 C. Team Standings:1. Recreational team standings shall be decided by: a. The number of points credited to the team at end of the season. Points are awarded as follows:3 points for a win 1 point for a tie0 points for a loss b. Breaking ties-If two or more teams are tied in a division, the leader shall be decided by league points accumulated by the teams in league competition with each other during the season (head to head competition). If a tie still exists, the leader shall be determined by least goals scored against the teams involved from direct league competition with each other (head to head) during the season, followed by goals for; if, tie still exists, a play-off game shall be arranged, subject to the approval of the board.2. Select teams-usually participate with a traveling league and standings will be determined from that league (i.e. Presidio). ARTICLE VI -TEAMS, PLAYERS AND COACHESA. All players, coaches, assistant coaches and team parents shall be registered with the Ramona Soccer League. B. Players shall be assigned to teams according to age as defined by our governing body and these Bylaws.1. Number of Recreational players per team, shall be: (exceptions with BOD approval)Division 1 - 4 18 players maximum Divisions 5 13 players maximumDivision 6 13 players maximum Division7 8 players maximumDivision 7B 8 players maximum Select-not to exceed the maximum allowed by governing body (CYSA-S, currently l8).2. Recruitment of players: a. Replacement of recruitment of players from a specific recreational team by any person is prohibited.
b. Recruitment of recreational players by traveling coaches is prohibited. A
recreational player is a player that has been placed on a recreational team for the
current season. Said prohibition shall extend until the end of the current
recreational season. Coaches may, with prior Board approval, seek loan players
and schedule tryouts.3. Transfer of a player from one team to another in the same division during the season
shall be discouraged and must be approved by the Board. The Board shall only allow such
a transfer under extraordinary circumstances.
4. Each team shall have at least one team official (Coach, Manager, etc.) who is responsible for team organization, games, conduct and training. 5. In the event there is a lack of area teams, and thus a lack of competition in a division, the Board may contact other leagues in an effort to pursue inter-league play.6. Recreational team selection shall be by blind draw. Such draw shall be conducted by the Registrar, Assistant Registrar and Division Reps. It shall be done as follows: a. The players will be given a player number in each division and shall be divided by sex, age and experience. Each team in a division will than be assigned a random draw order. Each team will follow their draw order and first select older returning male players, followed by older new male players, followed by younger returning male players, followed by younger new male players, followed by older returning female players, followed by older new female players, followed by younger returning female players, followed by young new female players. Children of coaches will constitute the first pick in the round in which their child is or children are placed. Coach and Assistant Coach players may not exceed four. When two (or more) players must be placed on the same team, they will be known as Combination Players. These player draw cards will be attached together, but placed in the higher player category. When drawn, the combination player draw cards will make up that teams subsequent pick in the round for which the attached player(s) fall. No team may have more than three Combination Players.
b. Teams shall be disbanded at the end of each season.
c. Children of the Coach may automatically be selected to the team. d. Children of the Assistant Coach may automatically be selected to the team.e. The combination of Coach/Assistant Coach children who may be selected to the team, is four. f. There shall be no more than one Head Coach and one Assistant Coach per Recreational team.C. Select players shall be determined by tryouts held once a year.
D. Players' uniforms will have the RSL logo on the shirt and should not have the
players' names on the shirts for safety reasons, with the exception of Top Soccer.
E. Coaches (Recreational and Select) will be coach of record until the team has
competed in all post-season tournaments. Upon completion of post-season play, each
coach will cease to be coach of record.
F. If All-Star games are to be played, then All-Star coaches will be the 1st and 2nd place coaches in their respective divisions. (If there are four All-Star teams, then 3rd and 4th place coaches will also be coaches.) Other coaches are welcome to assist the All-Star team on which their players were placed. G. All-Star players are to be determined by tryouts. Teams to be selected, plus alternates. Alternates to play in the event of injury or absence of selected team member. The Director of Coaches to appoint panel for the selection of players and alternates.ARTICLE VII-CASH POLICIES A. Each committee shall provide an estimate of expenses by the first budget meeting in January of each year with budget due at BOD meeting in March.B. Each fund raising chairperson will provide an estimate of expenses prior to the activity/event they are undertaking. At the conclusion of that activity/event, the chairperson shall provide the Treasurer with an overall statement of moneys earned and spent. The Treasurer shall check said statement and verify the statement for accuracy. C. During registration, it will be the responsibility of any board member present to provide a parent with a receipt for registration fees received (in cash). At the conclusion of registration for that day, the Treasurer and the Registrar will verify moneys received, leaving all funds with the Treasurer.D. All teams will surrender any funds to the appropriate Account Manager to be kept in a learn account. Teams will not keep a "slush" fund. ARTICLE VIII-GAMESA The RSL games shall be played in either four (4) equal quarters or two (2) equal halves. Quarterly games will be played with two quarterly breaks not to exceed 3 minutes and one half time break not to exceed 5 minutes. Games played with two equal halves, will have a five-minute break between the two halves. Normal duration of games shall be as follows: Division 1: 2 halves of 45 minutes,Division 2: 2 halves of 40 minutes Division 3: 2 halves of 35 minutesDivision 4- 2 halves of 30 minutes Division 5: 2 halves of 25 minutesDivision 6: 2 halves of 25 minutes Division 7: 4 quarters of 8 minutesB. The RSL games shall be played in accordance with the laws and decisions of the International Football Association (F.I.F.A.) except as noted by these Bylaws. C. In Cup play, if the game is tied at the end of regulation time, the winner shall be decided by Penalty Kicks. According to the format presented to the Laws and Decisions of the International Football Association (F.I.F.A.)D. All players will play approximately ½ of the game. F. The size of the field and goals may be reduced for lower divisions (4 through 7)F. Substitution can only be made at the following times: Following a goal, prior to a goal kick, prior to a throw-in, but only by the team in possession of the ball. Either team may substitute a player at half time or upon injury. Team captains are responsible to notify the referee of a goalie change at anytime during the game. G. Substitution must be acknowledged by the referee.H. A player for whom a substitution has been made can return to the same game later. I. Players and team official, shall abide by the referee's decisions.J. Team officials, (coaches) may only enter the field of play during a game upon the referee's acknowledgment when there is an injury to a player on the field. Division 7 may allow coaches to coach on the field of play during actual games. Division 6, (coaches only) will be allowed to coach from outside the 10-yard coaches box, but not behind the goal line. K. Complaints about the referee's actions shall be made in writing within 24 hours of the game in question. One copy of the complaint shall go to the Director of Referees and another copy shall go to the RSL Board.L. Discussion with the Referee concerning his/her decision may only be sought during half time and after the game is over. Verbal abuse of a referee will not be tolerated and coaches may be subject to disciplinary actions by the BOD for lack of Referee respect. M. Players and team officials reported by referees or by other team officials, in writing, for misconduct in connection with League games will be called before the RSL Board of Officials for disciplinary action. Matters pertaining to such an action may not be discussed at General Meetings of the RSL. Parents and team officials of a player involved in such action may be present during the Board review of the case. The Board will follow guidelines as set forth in the grievance manual of the governing manual (CYSA-S).N. Any player that misses 4 consecutive practices on an unexcused basis shall be dismissed from the team upon Board approval. O. Any player that uses obscene or foul language, on the first occasion, is subject to disciplinary action. On the second occasion the player may be dismissed from the League for the remainder of the season.P. If the suspension occurs during the last three weeks of the season, then the player will be prohibited from participating in post-season events. Q. When a referee reports that a player has been sent off the field, the player shall be suspended for one (1) game for the first offense and for two (2) games for the second such offense. If a player is sent off for a third time in one season, suspension shall be for the rest of the season. A player so suspended may not play for any other team or in any post-season event.R. When a coach or assistant coach is ejected from a game, he/she will be suspended for one (1) game for the first offense. If during the remainder of the season, the coach or assistant coach is ejected from a game, he/she will be suspended from the League for the remainder of the season. S. If this suspension occurs during the last three weeks of the season, then the coach will be prohibited from participating in post-season play.T. The RSL shall recognize suspensions and like ruling on its members by co-equal bodies (other CYSA-S leagues) providing the RSL Board has burn officially notified of the ruling and the circumstances surrounding it. U. Divisions 1 through 4 may be started with a minimum of 7 players for each team. Division 5 may be started with a minimum of 6 players for each team. Division 6 may be started with a minimum of 5 players for each team. Any team failing to have this minimum within 15 minutes after the scheduled starting time for the game shall forfeit the game and the opposing team small become the registered winner, receiving two league points for the scheduled game. The score of a game so forfeited shall be 1-0.V. In the event that a team disbands, without completing it's scheduled games; the games played shall be removed from the League record and shall not be counted in the League standings. W. Recreational scores -Upon completion of the game, the winning coach will place the score card in the snack bar. In the event of a tie, the Home team coach will place the score card in the snack bar.X. The home team shall provide the game ball. The visiting team should have an extra ball in case it is needed Y. In the case of inclement weather, teams shall report for their games as usual, unless notified to the contrary by a league official.Z. When the colors of two competing teams are similar, the home team will change. Goalkeepers must wear colors that distinguish them from other players and spectators. Any new teams or clubs must select colors other than those prevailing. ARTICLE IX-TEAM MANAGEMENTA. Coaches are responsible for their players and the teams conduct. Coaches are also responsible for their teams spectators' conduct before and after practices and games. The Board shall approve coaches. B. Names of Select traveling coaches should be submitted to the Board for approval to coach in the RSL. A committee consisting of the Secretary, Vice President-Select and Account manager will interview all applicants. The selection process should begin no later than November lst.C. Recreational coaches shall be selected from a list comprised of those parties who have indicated a desire to coach. D. When conditions exist within a team that reflect poor management, which is not in accordance with these Bylaws and /or not in the best interest of soccer, the RSL Board shall have the power to relieve the team official(s) involved and/or to revoke their membership in the Ramona Soccer League.E. Select traveling teams shall field one team per age division. A second team may be formed with prior BOD approval, if the team is placed in a different skill bracket. The coach from the upper bracket will select players first. The quality of remaining recreational teams should always be considered in this decision. ARTICLE X- GRIEVANCE PROCEDURESA. In the event a parent, guardian, player, coach or any other person concerned individual has a complaint to register against a coach, assistant coach, team parent, Board Member or other RSL Official, the parties having the complaint will first bring his/her complaint to the attention of his/her child's coach, who in turn should do his/her best to resolve the problem or grievance. If he/she is unable or unwilling to resolve the situation, then the complaining party shall notify the Division Representative in writing. At no time shall a player, parent or guardian contact the RSL Board directly before he/she has attempted to resolve the problem at the coaches level or directly with the party involved. Only written complaints will be acted upon by the RSL BOD. B. The threatening or striking of a coach, an RSL Official, a referee and/or a Board Member will be subject to disciplinary action by the RSL Board or the Trial Board or Special Board meeting as may be called. All individuals reserve the right to contact law authorities.C. Protests of games shall be presented in writing to the RSL Board within twenty-four (24) hours of the game in question. A filing fee of twenty-five dollars ($25) will accompany the protest If the protest is upheld, the filing fee will be returned to the protector otherwise, the filing fee will be credited to the RSL treasury. D. Disciplinary and Special problems concerning team members will be handled in the following ways:1. Coach to contact parent and try to resolve, 2 Coach to contact Division Rep and Division Rep to try to resolve.3. Division Rep talks to the Board. 4. Board makes the final decision.ARTICLE XI- AMENDMENTS A. These Bylaws may be amended by two-thirds vote of the members present at a General Meeting that has been properly announced if such amendments have been presented in writing, to the Board and read to the members at a previous General Meeting.B. Any amendments passed by the General membership shall be put in the Bylaws, typed-up and given to any member upon request within 30 days of passage. |
